Fire needs three things. 1) Oxygen 2) Heat & 3) Fuel. The air we breathe is 21% oxygen and fire only needs 16% oxygen. You cannot prevent a lightning strike or a spark from a lawnmower blade providing the heat needed for a fire. The only leg of the Fire Triangle you can control is the fuel.
